Ministry thwarts Fundira’s attempted multimillion dollar NSSA shady deal

National Social Security Authority chair Emmanuel Fundira’s “chairman action” to push through a US$10 million tender with an ICT company has been by the parent ministry.

The Ministry of Public Service, Labour, and Social Welfare stopped Fundira’s attempt to revive a deal with Twenty Third Century Systems.

Sources have revealed that the deal has been blocked and suspended, pending investigation and eventual cancellation.

TTCS has a pending lawsuit against NSSA for $7.37 million for maintenance fees and software licenses. The matter is currently at the pre-trial conference stage.

Meanwhile NSSA is arguing that contract was invalid or TTCS breached the agreement signed on October 31, 2013 and is seeking $10 million in damages plus interest.

NSSA’s grievances stem from allegations that TTCS bungled NSSA’s accounting system and caused high value prejudice.

Allegations against Fundira are that he has tried to use his position as board chair to push for NSSA to withdraw its legal action against TTCS and restore the disputed contract.

If approved, Fundira’s move would see NSSA make an immediate payment of around $2 million to TTCS.

In 2015, during his tenure as ICT Minister, Supa Mandiwanzira pointed out that the virtual monopoly of government IT systems by TTCS was unhealthy.

At that time the company had received tenders of over US$35 million from various state departments.

Government linked entities that have raised failure to deliver on contract issues with TTCS include ZINARA, CMED, GMB, NRZ, IPEC, , Central Mechanical Equipment Department, Grain Marketing Board and the Rural Electrification Fund.

In 2023 the OPC forced Fundira to return a US$200 000 Land Rover Defender to NSSA. Fundira who is a non-executive board chair and not entitled to an institution vehicle had gotten the luxury car purportedly to use for while touring NSSA projects with the connivance of then Public Service Minister Paul Mavhima.

In 2015 Fundira was ousted from the Allied Timbers Board over allegations of a donation that never reached its intended destination.
