ED warns corrupt local authorities

President Emmerson Mnangagwa has issued a stern warning to local authorities across Zimbabwe, urging them to address rampant corruption and inefficiencies or face the full force of the law.

Speaking at the 2024 Zimbabwe Local Government Association Annual Indaba held in Harare, the President expressed grave concerns over unethical practices within local government structures, emphasizing that no one will be spared in the fight against corruption.

“Those perpetrating such acts must face the full wrath of our country’s law. No one, including Local Authorities, will be spared. Let us root out this menace from our society,” President Mnangagwa declared in his address to over 2,000 councillors and officials from 92 local authorities.

The sentiments come as Harare council is facing allegations of corruption and mal practice implicating a number of its senior officials such as Mayor Jacob Mafume, town clerk Hosiah Chisango and many others.

The President also called for greater accountability, urging local leaders to prioritize consultations with citizens to ensure inclusive and affordable services. He reaffirmed the government’s commitment to modernizing infrastructure, such as the ongoing reconstruction of Mbare Traders Market, and encouraged urban renewal and beautification efforts.

The President also urged local governments to enhance service delivery and infrastructure development, reminding attendees of their critical role in the lives of citizens. He pointed out that the Urban Councils Act and Rural District Councils Act clearly define their responsibilities and called for the scaling up of people-centered projects under Zimbabwe’s devolution and decentralization agenda.

Acknowledging progress made by some councils, such as the establishment of minimum service delivery standards and valuation of properties for revenue purposes, Mnangagwa stressed that a culture of entitlement and mismanagement must end.

“Local Authorities must scale up efforts towards the provision of basic enabling infrastructure. There is no room for the sense of entitlement and silo mentality,” he said, while commending initiatives like the Nhimbe/Ilima Road Rehabilitation Programme for fostering collaboration and resource pooling.

As Zimbabwe faces the challenges of climate change, President Mnangagwa concluded by calling on all tiers of government to prepare for the coming rainy season and to participate in disaster risk management to protect vulnerable communities.
