The Zimbabwe Anti-Corruption Commission has declared war on corruption, vowing to press new charges against former Harare Town Clerk Josiah Chisango and four top officials implicated in the US$9 million streetlights scandal. This bold move comes hot on the heels of the National Prosecuting Authority's decision to withdraw charges against the quintet last Friday.
Chisango, along with Never Murerwa, Denford Zhungu, Tawanda Mutenhabundo, and Artikins Mandaza, was accused of facilitating the dubious tender deal in favor of Juluka Endo, a company owned by the embattled Moses Mpofu and Mike Chimombe. The duo is currently languishing in remand prison, facing separate charges related to a US$87 million goat scheme scam.²
Provincial Public Prosecutor Witness Mabhaudhi had justified the withdrawal of charges, citing a lack of evidence against the officials, except for Jabulani Mukomazi, the principal buyer. Mukomazi was indicted for trial, set to commence on March 10, 2025, at the High Court.
However, ZACC has refused to let the matter die, expressing dissatisfaction with the NPA's decision. In a scathing statement, ZACC maintained that the accused officials are criminally liable for their roles in the tender scandal and should face the music in court
