
The City of Harare has announced the rollout of a new enterprise resource planning system, BIQ ERP, which commenced on Monday, 20 April 2026, a move expected to modernise billing and improve service delivery.
Head of Revenue Collection, Alfred Guni, said the transition from the current system to BIQ ERP is involving technical teams moving across all 43 collection centres, installing the new platform and deactivating the old one.
As a result, residents may experience temporary service interruptions during this installation period.
Guni appealed for patience from residents, noting that while some sites may only experience disruptions for a single day, others could take longer depending on installation timelines.
“In some instances, our teams may complete installation early in the day, and services will resume immediately on the new system,” he said.

He added that the new BIQ ERP system is expected to significantly enhance accuracy and efficiency in billing, offering residents clearer and more up-to-date account information.
As part of the upgrade, the City will introduce digital services including email billing, SMS notifications, and an online portal allowing residents to conveniently view their bills.
While the system promises long-term benefits, Guni stated that there may be minor technical challenges in the early days of implementation, including connectivity and hardware compatibility issues.
He emphasised that the transition marks a major step towards improved revenue collection, transparency, and service delivery.
