New Ziana- Management at the Municipality of Marondera has come under fire for not implementing resolutions that would have been made at council committee meetings.
This emerged at a recent full council meeting which was held at the council chamber and attended by a skeletal management staff, councillors, and other stakeholders.
Only the Town Clerk Rinashe Nyamuzihwa and finance director John Kachingwe are permanently employed in their positions while the other top posts including those of the chamber secretary, director of housing and community services, and director of engineering services are currently being held by acting personnel.
Acting chamber secretary Thomas Ndoro was the only senior council official present at the meeting.
Before the meeting started, Ward 4 councillor Charles Ngwena suggested that it be postponed as there were no senior managers present.
“I feel that this meeting will be meaningless as there are no senior managers present. As councillors, we would have loved a scenario whereby they respond to our questions or queries in an authoritative standing. There are critical issues that they must respond to personally on behalf of the departments that they lead,” Councillor Ngwena charged.
However, the acting chamber secretary said the other senior officials were committed elsewhere, and that officers from their departments would be well-placed to respond to or clarify some matters.
When the meeting eventually started, Ward 11 Councillor Size Vilela alleged that most resolutions that were made were not being implemented.
He said: “We have noted that there has been a trend of non-implementation of council resolutions that would have been made during council meetings. That has been affecting service delivery and we cannot continue like that.
“It is gross insubordination by the top council management and it will always be meaningless for us to waste time discussing and coming up with resolutions that are being trashed most of the time. There are many issues that we discussed and passed resolutions but nothing materialised. Our council management should be answerable.”
Without elaborating, Vilela added that there are resolutions that were made last year but never saw the light of the day.
“The resolutions that we make come after consultations with residents in all wards. They give their input in whatever decisions we make as councillors. It’s sad to note that some resolutions that we made last year are yet to be implemented. We requested for a register on progress made, if any, on all the resolutions but there is nothing to write home about,” said Vilela.
