Two local businessmen, Mike Chimombe and Moses Mpofu, are back in court facing fresh fraud allegations involving the City of Harare. The duo is accused of defrauding the council of US$260,000 through their company, Juluka Projects and Plant Hire.
The latest charges stem from a tender process for the rehabilitation of street lighting in Harare ahead of the SADC summit. Despite failing to meet the initial tender requirements, including possessing valid audited financial statements and necessary compliance certificates, Juluka ENDD Joint Venture, a company linked to Chimombe and Mpofu, was awarded a contract for two of the ten lots.
The State alleges that the businessmen submitted false information in their bid, claiming to have specific experience in street lighting and misrepresenting their compliance with tender conditions. Furthermore, the bid security they provided was reportedly used in a previous unsuccessful tender.
The court heard that Juluka ENDD Joint Venture was awarded the contract despite being disqualified initially. It is alleged that the company received a part payment of US$260,000 before the alleged fraud was uncovered.
In a related development, the defense has filed an application for the recusal of magistrate Marewanazvo Gofa, citing bias due to the dismissal of a previous bail application. The magistrate has ordered the defense to submit a full written application for determination.
The case has drawn significant public attention as it highlights alleged corruption within the City of Harare. The outcome of the case is eagerly awaited as it could have far-reaching implications for the fight against corruption in Zimbabwe.
