Chibabest Weighs in on Harare Commission of Inquiry

As the Commission of Inquiry into Harare City Council, chaired by Justice Cheda, continues its work, Advocate Fortune Chasi has shared his thoughts on the necessary steps to ensure accountability, governance reform, and sustainable service delivery. Chasi's recommendations are based on the findings of the inquiry, which are expected to reveal widespread corruption, maladministration, and governance failures.

"Accountability must be enforced, and governance structures must be strengthened," Chasi emphasized. "The findings of the Commission of Inquiry should serve as a basis for deep, lasting reforms in Harare City

"The prosecution of wrongdoers, including council officials, councillors, and implicated third parties, is crucial," Chasi stated. "Asset recovery through legal processes, including civil forfeiture, is also essential. Furthermore, officials found guilty of wrongdoing should be dismissed and barred from holding future public office."

"If systemic failures are uncovered, the government may need to consider dissolving or suspending the council and placing it under administration until governance issues are resolved," Chasi suggested. "Additionally, electoral processes should be reviewed to ensure that only competent, accountable leaders are elected, and tendering and procurement processes should be reformed to prevent corruption and inefficiencies."

"A forensic audit of the city's finances is necessary, followed by recommendations on improving revenue collection and expenditure management," Chasi recommended. "Exploring public-private partnerships to improve infrastructure and service delivery is also crucial."

 

"Establishing an independent municipal anti-corruption unit, empowering residents' associations, and introducing digital transparency platforms will ensure transparency and accountability," Chasi concluded.
