Govt Gives Green Light to SADC Prisoner Transfer Deal

Zimbabwe's Cabinet has approved the ratification of the Southern African Development Community SADC Inter-State Protocol on the Transfer of Sentenced Offenders.

This decision, announced by the Minister of Justice, Legal, and Parliamentary Affairs, Ziyambi Ziyambi, follows President Emmerson Mnangagwa's signing of the protocol in August 2019.

The protocol aims to facilitate the transfer of individuals serving prison sentences in foreign SADC countries back to their home countries to complete their sentences. 

This transfer can occur upon request and with the mutual consent of both the sentencing and administering states.

"Cabinet received and approved the proposal for the ratification of the SADC Inter-State Protocol on the Transfer of Sentenced Offenders, as presented by the Minister of Justice, Legal, and Parliamentary Affairs, Honourable Ziyambi Ziyambi, as Chairperson of the Cabinet Committee on Legislation," Minister of Information Jenfan Muswere told journalists during a post-Cabinet briefing on Tuesday.

"On August 18, 2019, His Excellency, the President, Dr. E.D. Mnangagwa, signed the SADC Inter-State Protocol on the Transfer of Sentenced Offenders. The objective of the protocol is to facilitate the transfer of sentenced offenders from foreign territories where they are serving prison sentences, allowing them to serve the remainder of their sentences in their home countries. 

Under the protocol, the transfer of sentenced offenders may take place upon request and with the consent of both the sentencing and administering states.

"The ratification of the protocol demonstrates Zimbabwe's commitment to international cooperation and adherence to global norms while also strengthening the country's diplomatic relations with other SADC member states."
