Govt Launches Early Childhood Development Coordination Framework

Government has officially launched the Early Childhood Development Coordination Framework, a new initiative designed to harmonize existing policies and strengthen systems to provide quality and affordable ECD services across the country.

The Cabinet-approved framework, presented by Vice President Kembo Mohadi, aligns with the Constitution of Zimbabwe and the National Development Strategy 1 (2021-2025). 

It emphasises the importance of ECD as a critical tool for poverty reduction and socio-economic transformation. The framework also reflects Zimbabwe’s commitment to international protocols advocating for universal access to quality early childhood education.

The framework has several key objectives, including the alignment of existing ECD-related goals, strategies, and initiatives across all sectors. It aims to set and improve standards to ensure equitable access to well-coordinated, quality, inclusive, and affordable ECD services.

 Additionally, the framework seeks to harmonize and strengthen current systems and structures for delivering integrated, high-quality ECD programs.

“The Early Childhood Development Coordination Framework is a strategy that seeks to harmonize existing policies, strategies, and initiatives while strengthening the capacity of the systems and structures to provide quality and affordable services to children up to seven years old,” Vice President Mohadi explained.

This move is part of broader efforts to improve early childhood education in Zimbabwe. The government recently launched the Zimbabwe Early Learning Policy, which makes ECD compulsory for children starting at four years old and extends primary education to nine years. 

ZELP aims to establish a strong foundation for the education system, ensuring every child receives equitable, quality, inclusive, affordable, and relevant foundational learning.
