Hamas has revealed that it submitted a comprehensive five-year ceasefire proposal to Israel, which was rejected by Prime Minister Benjamin Netanyahu’s government.
The proposal, according to senior Hamas official Abdel Rahman Shadid, aimed to end the ongoing war in Gaza through a complete cessation of hostilities, the withdrawal of Israeli forces from the Gaza Strip, the lifting of the siege, the entry of humanitarian aid, and a full reconstruction programme.
It also called for the release of all Israeli captives in Gaza in exchange for an agreed number of Palestinian prisoners, and the establishment of an independent committee to administer Gaza.
Shadid, speaking through Hamas' official digital platforms, said the vision presented was responsible and realistic, offering a simultaneous and inclusive path to peace. However, he stated that Netanyahu’s government rejected the proposal outright, insisting on fragmenting the issues and refusing to commit to an end to the war—even at the expense of the Israeli captives still held in Gaza.
The Hamas official emphasized that the group continues to engage responsibly with mediators and remains open to any initiative that guarantees a permanent ceasefire. He also accused the United States and other Western nations that support Israel of complicity in what he described as massacres, genocide, and starvation warfare against Palestinians in Gaza.
Israeli authorities estimate that 59 captives remain in Gaza, with 24 believed to be alive. Meanwhile, over 9,500 Palestinians remain imprisoned in Israel under reportedly harsh conditions, including allegations of torture, starvation, and medical neglect, according to both Palestinian and Israeli human rights organizations.
Since Israel’s military campaign began in October 2023, more than 52,400 Palestinians—most of them women and children—have been killed in Gaza, according to local sources. The scale and brutality of the conflict have drawn international condemnation.
In November, the International Criminal Court issued arrest warrants for Netanyahu and former Defence Minister Yoav Gallant, citing war crimes and crimes against humanity.
Israel is also facing a genocide case at the International Court of Justice over its actions in the Gaza Strip.
