Nepal has passed one of the world’s first laws recognising climate migrants as a distinct category of displaced people.

The legislation, approved last Tuesday, obligates the government to relocate entire communities facing glacier melt, landslide risk or water scarcity — a major issue in the Himalayas.

The law also establishes a national climate-displacement registry and compensation fund financed through hydropower royalties.

Observers say it could become a global model as climate-linked displacement accelerates.

Environmental NGOs in South Asia have welcomed the reform but warn implementation will require strong local governance and funding transparency.
