6 Kwekwe, Norton wards to run without reps till election after Mwonzora recall

Three wards in Kwekwe and a similar number in Norton will have to run without councilors for at least four months after their representatives in local government have been thrown out.

The Douglas Mwonzora-led MDC has recalled three Kwekwe City councillors, including the deputy mayor, for allegedly dumping the party and joining the Citizens Coalition for Change.

Kwekwe Town Clerk, Dr Lucia Mnkandla confirmed receiving official communication from the Ministry of Local Government and Public Works which declared three wards, which were occupied by the here, vacant.

“It’s true, I have received the communication from the parent ministry that’s all I can say for now,” she said.

Meanwhile, Mwozora has also recalled three Norton Town Council councillors over their affiliation to the Nelson Chamisa-led CCC.

The recall was announced yesterday in a statement by Local Government minister July Moyo.

The three recalled councillors are Rosemary Chinoyera, Charles Dube and Nuchaneta Munyeveri.

They were recalled in terms of section 278 (1) of the Constitution which states that:  “The seat of a mayor, chairperson of a local authority becomes vacant in the circumstances set out in section 129, as if he or she were a Member of Parliament, any reference to the Speaker or President of the Senate in section 129 (1) (k) being construed as a reference to the minister responsible for Local Government.”

A February 27 letter addressed to the Norton town clerk, Moyo said Mwonzora had informed the ministry about the expulsions.

With the general election set for July or August this year, there will be no more by-elections in the interim, meaning the vacant wards will go unrepresented for the period.

“Members of the public are .. notified that the filling of vacancies that occur on or after November 1, 2022 will be suspended pending the conduct of the 2023 general elections,” ZEC proclaimed in Q4 2022.
