Bikita Rural District Council chief executive officer, Peter Chibhi, has been arrested by the Zimbabwe Anti-Corruption Commission on charges of abuse of office.
Chibhi is being charged with contravening Section 91 (3) of the Public Finance Management Act (Chapter 22:19).
It is reported that Chibhi entered into a contract with African Century Limited without the approval of the Minister of Local Government and Public Works, binding the council to future financial commitment.
The council reportedly paid US$191 000f or six Toyota GD6 single cab vehicles (US$31,833 per vehicle). The council also paid plus interest of US$30 900 bringing the total to US$221 900 this paying almost US$37 000 for each vehicle.
A search online indicates that the local market value for the vehicle is around US$35 000, making a total of around US$210 000 for six cars before interest.
Chibhi has been Bikita CEO since 2015.
