Zim’s revolutionary Prison Act: A step towards rehabilitative correctional standards

President Emmerson Mnangagwa has called on the Zimbabwe Prisons and Correctional Service officers to strictly follow the newly-enacted Prisons and Correctional Services Act, emphasising the importance of adhering to human rights principles in their interactions with inmates.

Addressing a pass-out parade for ZPCS officers in Ntabazinduna, President Mnangagwa said the new law will revolutionise the country's prison and correctional system, aligning it with international standards in human rights and prisoner rehabilitation.

“The newly-enacted Prisons and Correctional Services Act is now the guiding legal instrument for prison officers," he stated.

“Lectures on constitutionalism and human rights should form the bedrock of your humane treatment of inmates, even when their rights are restricted.”

President Mnangagwa emphasised the shift from treating inmates as outcasts to focusing on their rehabilitation through entrepreneurial training and skills development.

“Your primary objective as correctional officers is to correct and empower inmates so that when released, they can reintegrate into society as productive and law-abiding citizens,” he underscored.

The President lauded the collaborative partnership between the ZPCS Staff College and Chinhoyi University of Technology, which will lead to the introduction of a Bachelor of Science Honours degree in correctional service management, enhancing the skills and leadership abilities of ZPCS officers.

Additionally, President Mnangagwa highlighted the importance of maximising the ZPCS’s agricultural resources for food production, promoting self-sufficiency and contributing to the national food security agenda.

These directives from President Mnangagwa underscore the Zimbabwean government’s commitment to upholding human rights principles in its correctional facilities and transforming the prison and correctional system to prioritise rehabilitation and reintegration.
