Harare Mayor implicated in corruption by Commission of Inquiry

Harare Mayor Jacob Mafume faces accusations of corruption and abuse of office at the ongoing Commission of Inquiry investigating the city council. The inquiry, established by President Mnangagwa in May 2024, is probing financial mismanagement within the council since 2017.

Rosemary Togarepi, General Manager of Kandrick Investments, a company leasing two council-owned beer outlets, implicated Mayor Mafume during her testimony.  She alleged that after Kandrick invested in developing the properties, Councillor Makuwere, claiming to represent Mafume, demanded a stake in the company and halted further development at one outlet, supposedly for the Judicial Service Commission.

Juma Ulete and Ngoni Chimbalu, directors of Rufaro Marketing, a council-owned entity managing liquor outlets, are also implicated.  Mrs. Togarepi claims they interfered with her company's lease agreements, instructing tenants to divert rental payments to them, alleging they were appointed by Mafume to collect rent from those "without lease agreements."

The accusations extend beyond the Kandrick Investments case.  Ulete and Chimbalu are suspected of collecting rent from other tenants across Harare, suggesting a wider scheme of diverting council revenue.

The Commission of Inquiry is expected to call more witnesses to investigate these allegations
