The Amalgamated Rural Teachers Union of Zimbabwe has called on the government to significantly increase funding for the education sector in the 2025 national budget, citing chronic underfunding and neglect of rural and disadvantaged communities.

In a comprehensive position paper, ARTUZ argues that the current allocation of 2.8% of GDP for education falls woefully short of international benchmarks and recommends that a minimum of 20% of the national budget be dedicated to education, representing 4-6% of GDP.

"The 2025 budget presents a crucial opportunity to address Zimbabwe's long-standing education challenges," said ARTUZ  in the position paper. "We urge the government to take bold action and prioritize education, recognizing its critical role in shaping the nation's future."

ARTUZ emphasized that the current funding levels have led to a decline in the quality of education, particularly in rural areas. The paper noted that teacher salaries, infrastructure development, and learner support have been severely neglected.

ARTUZ is advocating for a basic salary of USD 1,260 per teacher per month, citing the need to motivate and retain qualified educators. The union also recommends increasing the housing allowance to USD 120 per teacher, aligned with actual rental costs.

Furthermore, ARTUZ is pushing for increased support for learners, including USD 13 per girl per year for sanitary wear, with expanded coverage. The union also proposes allocating USD 3,360,000 for the construction of 420 schools, particularly in underserved rural communities.

To address food insecurity and promote school attendance, ARTUZ suggests introducing a school feeding program with an allocation of USD 0.50 per learner for each day of attendance.

"The government must recognize the importance of education in driving economic growth, social development, and national prosperity," emphasized ARTUZ. "Our demands are based on the principles of equity, fairness, and the belief that quality education is a fundamental right for all children."

As Zimbabwe prepares for the 2025 budget, ARTUZ's push for increased education funding has sparked hopes for a radical shift in priorities.

"The government has a chance to make a meaningful difference in the lives of Zimbabwe's children," said a local parent. "We urge them to take ARTUZ's demands seriously and invest in our future."

The 2025 budget is expected to be presented to Parliament in November. ARTUZ and other education stakeholders will be watching closely to see if the government will heed their calls for increased funding.
