President Emmerson Mnangagwa met with United Nations Development Programme Acting Administrator Haoliang Xu on the sidelines of the 9th Tokyo International Conference on African Development being held in Tokyo, Japan, where the UNDP reaffirmed its commitment to Zimbabwe’s development path.
Speaking after the closed-door meeting, Mr. Xu praised progress made under Zimbabwe’s current reforms and emphasized continued cooperation:
“We had a very useful discussion about the progress Zimbabwe has achieved in recent years under the President’s leadership. We talked about collaboration between UNDP and the government in different areas of development, especially in supporting national development strategies… UNDP is very committed to supporting the development of Zimbabwe.”

UNDP has been a long-standing development partner to Zimbabwe, particularly through programs on governance, climate resilience, and social services. The reaffirmation comes at a time when Harare is seeking to rebuild trust with multilateral partners amid ongoing debt clearance efforts with the IMF, World Bank, and African Development Bank.
Zimbabwe’s participation at TICAD 9—a platform driven by Japan and the UN to mobilize investment and development partnerships for Africa—offers renewed diplomatic engagement at a time the country is pursuing both re-engagement and economic modernization strategies.
