Lloyd Maungira ,50, of Crowborough North has appeared before the Harare Magistrates’ Court on fraud charges after allegedly seizing residential and commercial stands worth US$2.4 million from a registered housing trust.

Maungira, the director of a self-styled cooperative called Mabvuku-Tafara Housing Pay Scheme, is accused of unlawfully occupying and allocating stands on land legally owned by Pure Gold Housing Trust, represented by Benjamin Murata.

According to court papers, between 2021 and 2025, Maungira allegedly posed as the legitimate authority responsible for allocating stands at a piece of land in Donnybrook, Chizhanje, Mabvuku.

The land, measuring approximately 30 hectares, is covered under the City of Harare’s Plan TPYER 16A.

Despite the City of Harare officially allocating the land to Pure Gold Housing Trust through an offer letter and a Memorandum of Agreement, Maungira allegedly disregarded these legal instruments and assumed control of the property.

From December 2021 to date, the accused is said to have taken over 52 residential stands and 13 commercial stands, illegally allocating them under his cooperative.

The State alleges that his actions were intended to deprive Pure Gold Housing Trust of ownership and control of the land. The total prejudice is valued at US$2.4 million, with none of the stands or funds recovered.

The matter is before the Harare Magistrates’ Court, and investigations are ongoing. Maungira is expected to return to court on September 9.
