
The Ministry of Justice, Legal and Parliamentary Affairs has clarified that all statutory fees, levies, and charges remain in effect until Parliament formally amends or repeals the relevant laws, despite recent announcements about planned reductions.
In a statement yesterday, Justice Minister Ziyambi Ziyambi said his office had received multiple queries from the public and business community regarding the legal status of fee adjustments.
“All fees, levies, and charges prescribed in existing laws (both primary and subsidiary legislation) remain in full force and effect until such laws are formally amended or repealed in line with established legislative procedures,” the minister stated.

He explained that the ministry, working with the Attorney-General’s Office and other line ministries, is drafting instruments to align government policy announcements with the law.
Ziyambi said the process is guided by Section 114 of the Constitution, which mandates his ministry to draft and review legislation to close legal gaps.
He added that this is central to improving Zimbabwe’s investment climate, enhancing ease of doing business, and promoting national development.
“The Ministry has a positive obligation to draft and review legislation that eliminates gaps in the law,” Ziyambi noted, adding that the reforms will also help advance socio-economic rights under both the Constitution and international agreements.
