
The Ministry of Lands, Agriculture, Fisheries, Water and Rural Development has launched the Agriculture, Food Systems and Rural Transformation Strategy II for the period 2026–2030, outlining a new roadmap to strengthen food security, boost rural livelihoods, and drive agricultural-led economic growth.
Built on a food systems approach and value chain perspective, the AFSRTS2 focuses on five strategic impact areas aligned with the National Development Strategy 2 framework. These are food security and food sovereignty, nutrition security, improved livelihoods, agriculture-based and led economic growth, and land tenure security.
“The Ministry’s mandate transcends the economic, social, and peace and security sub-sectors of the country. Under Thematic Area Five, ‘Agriculture, Food, Climate and Environment,’ the Ministry aims to deliver measurable outcomes by 2030,” said the Ministry in a statement.

Key national targets under the new strategy include improving food security from 85 percent in 2025 to 90 percent by 2030, and reducing stunting in children from 24 percent in 2025 to 20 percent in 2030.
The strategy builds on lessons from the first AFSRTS (2020–2025), deepening efforts to modernize agricultural value chains, enhance climate resilience, and expand access to productive land.
The Ministry emphasized that AFSRTS2 will prioritize coordinated action among government agencies, private sector players, and development partners to achieve sustainable and inclusive growth across Zimbabwe’s agricultural landscape.
