Performance appraisal scrapped for civil servants bonuses

Zimbabwe Confederation of Public Sector Trade Union (ZCPSTU) President Cecilia Alexander on Monday confirmed that civil servants will receive their 2022 annual bonuses unconditionally.

This comes after the workers representatives met at the National Joint Negotiating Council (NJNC) to deliberate on salaries and conditions of service.

In a statement, the ZPSTU said all civil servants from directors upwards, the bonuses will be performance-based but from deputy director downwards bonuses should be unconditional.

“All the civil servants from Deputy Director grade and below will receive their bonuses unconditionally.

“The bonuses will be accorded in two tranches starting from November to December across the board. 50 percent of the annual bonus will be paid per said months plus the usual earnings,” reads the statement.

Last week, the Minister of Public Service, Labour and Social Welfare, Paul Mavima, said that civil servants will start receiving the 13th cheque this month.

He, however, said top civil servants, that is, heads of government departments who signed performance contracts will not receive their bonuses if they fail to meet their targets.

Last year, government introduced performance-based contracts for heads of government, including local authority chief executive officers and town clerks.

Meanwhile, ZCPSTU has also revealed that fees for teachers’ children for all terms will be paid in December through the Salary Service Bureau (SSB).
