President Emmerson Mnangagwa has extended the term of General Phillip Valerio Sibanda as Commander of the Zimbabwe Defence Forces by a year, despite Sibanda reaching retirement age.
This decision was made while Mnangagwa is on leave.
According to General Notice 15 of 2025, Sibanda's appointment has been extended from December 24, 2024, to November 23, 2025, under the Defence Act [Chapter 11:02]. The extension is based on the Defence (Regular Force) (Officers) Regulations of 1988.
Martin Rushwaya, Chief Secretary to the President and Cabinet, confirmed the extension. This move comes after controversy surrounding Sibanda's appointment to the Zanu PF politburo, which was later reversed due to constitutional concerns.
