Govt unveils Costed Action Plan to Strengthen Disability Rights

The Ministry of Public Service, Labour, and Social Welfare has launched a comprehensive Costed Action Plan designed to advance the inclusion of persons with disabilities in Zimbabwe’s economic, social, and political spheres.

Spanning the period from 2021 to 2028, the plan is geared towards ensuring that people with disabilities have equitable access to education, healthcare, employment, and social protection services.

Speaking at the official launch in Harare on Thursday, Public Service, Labour, and Social Welfare Minister Edgar Moyo underscored the need for collective effort in driving the plan’s successful implementation.

“The plan provides a structured framework to guide all stakeholders—government agencies, private sector players, development partners, and civil society—towards a coordinated and well-funded implementation process.

“The Government of Zimbabwe remains steadfast in its commitment to ensuring that no one and no place is left behind in our development agenda. Through this Costed Action Plan, we are reinforcing our pledge to create an inclusive society where persons with disabilities can fully exercise their rights, access opportunities, and contribute meaningfully to national development. 

The success of this plan depends on collective action and a whole-of-society approach,” said Moyo.

The minister further urged development partners, ambassadors, and donors to align their funding and programming with the action plan to amplify its impact and ensure that the rights and needs of persons with disabilities are prioritized across sectors.
