The Harare Magistrates’ Courts are seized with two cases involving the same accused who stood in the dock to answer to two other separate but related breaches of the Criminal Codification and Reform Act (Chapter 9:23).
Soon after answering to a case of stage-management of an accident to claim insurance, Henrics Dhonga had yet another charge in which he was found in possession of a number of home-made date stamps.
They included those purportedly belonging to Mutengi and Nkomo Attorneys, Member In Charge ZRP Chitungwiza Traffic, Officer In Charge ZRP Chegutu, Officer In Charge Operations ZRP Southerton Traffic, ZRP Traffic Marondera, Officer In Charge Admin Avondale Traffic, Officer In Charge ZRP Traffic Process, ZRP Warren Park Traffic In Charge Crime, The Officer In Charge ZRP Norton, Member In Charge Crime ZRP Mbare Traffic and a plain date stamp.
Leading to this charge Old Mutual Insurance Company and Cell Insurance Company had on December 5, 2022, informed law enforcement authorities that Dhonga (who is a Director at Panel Tech Motors) had been previously been involved in cases of Insurance fraud.
The police managed to get to where he was and searched his car. In the process, they found a black satchel on the back passenger seat in which there were the 11 homemade stamps.
It was also established that Dhonga and co-accused Reality Chuma were also involved in a fraud case involving Cell Insurance that was represented by Lloyd Chapera.
In this case in May 2022, Dhonga's friend Debbie Tapera of Bright Insurance Brokers, contacted him and informed him that his Nissan Tiida motor vehicle needed repainting.
Dhonga sent his employee to Tapera where he collected the motor vehicle.
Upon arrival at Dhonga's company premises, Dhonga instructed his employee to side swap the Nissan Tiida against a Land cruiser belonging to one of his clients, resulting in the Nissan Tiida having a scratch on the right-side driver and passenger doors, as well as on the fenders.
On 15 May 2022, Dhonga and Chuma completed Cell Insurance Company forms and stated that the Nissan Tiida had been involved in an accident at the intersection of Jason Moyo/Julius Nyerere Way with a Toyota Passo.
The Toyota Paso belonged to Talent Muskwe who has third party insurance under Alliance Insurance.
Chuma and Dhonga then used home-made Zimbabwe Republic Police stamps to authenticate the claim forms which they submitted to Cell Insurance Company.
As a result of the misrepresentation, Cell Insurance Company suffered actual prejudice of US$1 600 which is yet to be recovered and potential prejudice of US$860.
Magistrate Dennis Mangosi who presided over the matter remanded the trio in custody and ordered them to return to court on the 13 of December for bail application.
