Government has approved a review of licences, permits, levies, and fees in the tourism sector as part of efforts to reduce the cost of doing business and enhance competitiveness in Zimbabwe’s economy.

According to the Minster of Tourism and Hospitality Industry, Barbra Rwodzi, the decision of July 29, 2025, the review targets charges imposed by Ministries, Departments, and Agencies on businesses in the hospitality and catering, tour guiding, boating, and vehicle rental service value chains.

“A consultative approach was adopted in the review of the accommodation, hospitality and catering; tour guide and operators; boating services; and vehicle rental services value chains, which were operating under a choking regulatory environment,” Rwodzi said.

The review sought to eliminate unnecessary costs while streamlining the licensing system.

 “The review was undertaken to remove identified unjustifiable licences and permits, levies and fees, streamline duplicative and overlapping licences and permits, and reduce unsustainably high fees and levies,” reads part of the statement.

She also emphasised that the move is consistent with broader economic reforms. 

“The review process is in line with the implementation of the ongoing ease-of-doing business reforms which aim to reduce the cost of doing business, increase competitiveness, and enhance growth in the Zimbabwean economy.”

The reviewed fees, levies, and permits will be subjected to further refinements to ensure the reforms remain aligned with business needs.
