UAE Imposes Stricter Visa Rules on Ugandans

 

Ugandan nationals will face tighter visa restrictions when travelling to the United Arab Emirates, the State Minister for Foreign Affairs in charge of International Cooperation, Henry Okello Oryem, has confirmed.

According to Oryem, the UAE has suspended the issuance of long-term visas for select categories of Ugandan travellers. 

However, he clarified that this does not amount to a total travel ban.

"According to our ambassador in the UAE, there is no total ban," Oryem said. "There will be restrictions on Ugandans traveling to the UAE. Only short-term visas will be issued, and some categories of people will not be eligible."

The minister explained that the UAE is targeting individuals perceived to be at high risk of overstaying or engaging in unlawful activities.

"It is not a blanket prohibition. Travel will still be possible, but eligibility will depend on compliance with UAE laws and culture," he noted.

Oryem added that Uganda will not immediately pursue negotiations to lift the restrictions, which are set to take effect in January 2026.

The UAE’s 2026 visa restrictions cover nine countries: Afghanistan, Libya, Yemen, Somalia, Lebanon, Bangladesh, Cameroon, Sudan, and now Uganda. Citizens already in the UAE on valid visas are not affected.

The move follows a BBC investigation highlighting the trafficking and exploitation of young Ugandan women in Dubai. 

Many were promised legitimate employment but were coerced into exploitative sex work, with some reportedly dying under suspicious circumstances.

Uganda sends roughly 4,457 workers annually to the UAE, mainly in domestic, security, and cleaning roles, with women representing a significant portion. 

Labour migration to Gulf states is vital for youth employment, household income, and national revenue. Dubai also plays a key role in trade and tourism for Ugandans.

The restrictions are expected to impact not only labour migration but also business activities and tourism, prompting calls for stronger protection measures for Ugandan nationals abroad.

The Ministry of Foreign Affairs has yet to issue an official statement, though ongoing diplomatic discussions with the UAE are expected to focus on migrant welfare, business facilitation, and tourism access.
