PSC Chair Urges Innovation in Public Service

 

The Public Service Commission  has begun its 2025 Strategic Plan Review Workshop, with Chairman Dr. Vincent Hungwe calling for transformation, innovation, and inclusivity in the delivery of public services.

The workshop, attended by Commissioners, senior management, development partners, and Government Tripartite representatives, is being held under the theme “Re-imagining Public Service Delivery — Unlocking Value through Transformation, Innovation, and Broad-based Inclusivity.”

In his opening remarks, Dr. Hungwe described the theme as both ambitious and necessary, saying it compels the Commission to recalibrate its institutional structure, systems, and culture to effectively meet modern development demands.

He said the Commission’s constitutional mandate, as provided in Sections 202 to 203 of the Constitution, entrusts it with upholding professionalism, merit, integrity, and accountability in the civil service.

Dr. Hungwe also noted that the strategic planning exercise is taking place within a volatile, uncertain, complex, and ambiguous environment — characterised by globalisation, climate change, digital disruption, demographic shifts, and growing citizen expectations — all of which require adaptive leadership and coherent responses.

He added that the Commission will prioritise institutionalising a results-oriented performance culture, deepening e-governance and automation of HR systems, promoting equitable talent deployment, reinforcing ethical leadership, and strengthening coordination across government structures.
