Ambassador Rudo Mabel Chitiga was appointed as the Head of Secretariat on Harmonisation and Standaridisation of Salaries and Conditions of Service within the public sector in the Office of the President and Cabinet. Her grade is equal to that of a Permanent Secretary.

She was appointed by President Emmerson Mnangagwa in terms of Section 1(b), (e) and (f), after consultation with the Public Service Commission.

Ambassador Chitiga takes over from Major General,Rtd, Dr Gerald Gwinji, who is now a Permanent Secretary.

Ambassador Chitiga holds a Master’s Degree in Policy Studies and a Bachelor of Science Degree in Sociology.

She has extensive experience in diplomacy, international senior management and in strategy development, organisational management, multi-stakeholder relationships and governance in developing countries of Africa, Asia, the Pacific and Caribbean.

She worked as the Permanent Secretary for the Ministry of Women's Affairs Community, Small and Medium Enterprises, Ambassador to France and Permanent Representative to UNESCO and also as a Senior Peace and Security Advisor for United Nations Women Zimbabwe.
