Zimbabwe has moved to strengthen collaboration between policymakers and industry after the Ministry of Industry and Commerce signed a strategic Memorandum of Understanding with the ZIMSA Business Chamber aimed at accelerating economic transformation.
The agreement, signed by Industry and Commerce Minister Nqobizitha Mangaliso Ndhlovu and ZIMSA Chief Executive Officer Farai Madziwanyika, seeks to bridge the long-standing gap between government policy formulation and private sector execution — a constraint often cited as slowing industrial growth.
In a statement, the Ministry said “the partnership seeks to bridge policy and private sector execution, promote inclusive industrialisation, support SMEs, women and youth, and enhance export competitiveness,” positioning the deal as central to efforts to revive the country’s industrial base.

Authorities said a Joint Coordinating Committee will be established to track implementation and ensure accountability.
“A Joint Coordinating Committee will oversee implementation, ensuring accountability and progress,” the Ministry said, highlighting concerns that previous public-private sector initiatives have often stalled at the execution stage.
The development comes as Zimbabwe seeks to improve its investment climate and rebuild industrial capacity through ongoing economic reforms.
Government added that “together, Government and business are building a more competitive, investment-ready and industrialised Zimbabwe in line with national development priorities,” although the success of the pact will ultimately depend on policy consistency, access to finance and improvements in the ease of doing business.
