ChiTown Residents Raises Concern Over Leadership Delegation Gaps

The Chitungwiza Residents Trust has expressed concern over what it describes as a continued failure by the Mayor of Chitungwiza Municipality to delegate duties to the Deputy Mayor during periods of absence, warning that the situation is affecting governance and service delivery in the town.

In their statement, the residents’ body said the absence of clear delegation undermines administrative efficiency and slows down decision-making processes, ultimately impacting residents who rely on the local authority for essential services.

“The Chitungwiza Residents Trust expresses deep concern regarding the continued failure by the Mayor of Chitungwiza Municipality to delegate mayoral duties to the Deputy Mayor during her absence,” the organisation said.

It further argued that continuity in leadership is a key requirement of public office, adding that failure to empower the Deputy Mayor raises questions about governance practices within the municipality.

“As a public office bearer, the Mayor has a responsibility to ensure continuity in governance and service delivery at all times,” the statement read. “The non-delegation of duties undermines administrative efficiency, delays decision-making processes, and negatively impacts residents who depend on the Municipality for essential services.”

The trust also said the Deputy Mayor’s role is clearly defined and intended to ensure continuity when the Mayor is unavailable, adding that ignoring this structure could signal deeper leadership challenges.

“We find this conduct inconsistent with principles of good governance, accountability, and transparency,” the statement continued. “The Deputy Mayor's role is clearly established to act in the Mayor's stead when necessary, and failure to empower this office raises serious questions about leadership and commitment to service delivery.”
