
…City says prepaid meters and PVC pipes will cut losses and improve supply as Morton Jaffray capacity expansion underway
The City of Harare and its partner Helcraw Water (Pvt) Limited say 65,700 prepaid smart water meters have now been installed in suburbs across the city.
Officials say the meters are helping households track and manage water use, while improving monitoring and efficiency in the City’s distribution network.
Alongside meter installation, old asbestos cement pipes are being replaced with modern PVC pipes. The City says PVC is safer, more durable, and better suited for long-term water distribution.
Pipe replacement work has been completed in Dzivaresekwa, Braeside, Waterfalls and parts of Borrowdale. More suburbs are targeted as the rollout continues across Harare and its environs.

Another key part of the partnership is increasing capacity at Morton Jaffray Water Treatment Plant to 520 megalitres per day. City officials say the upgrade will help meet growing demand for water from residents and businesses.
The developments are getting support from residents who have had the new meters and pipes installed.
“I used to get huge bills and never knew where the water was going. Now with the smart meter I can check my usage daily and control it,” said Tariro Moyo from Warren Park
Another Warren Park resident James Chikwanda said the new PVC pipes had reduced frequent bursts in his street: “Before, we would go days without water because of pipe bursts. Since they replaced the pipes, supply has been more stable.”
Rutendo Ncube from Westlea added“The meter helps me budget. I buy what I can afford and I’m no longer surprised by big bills at the end of the month.”
The City is urging residents to embrace the upgrades as part of its vision for Harare to become a liveable “Smart City of Choice”.
