Two directors of Winmax Land Developers appeared before the Harare Magistrates’ Court on Monday facing fraud charges after they allegedly sold a non-existent stand in Elizabeth Park, Ruwa, prejudicing a complainant of US$21,944.
Tatenda Mutandagayi, 39, Fortune Mutemeri, 46, and their company, Winmax Land Developers, appeared before a Harare magistrate facing fraud allegations.
The court heard that sometime in June 2026, the accused, acting in common purpose with Tendai Gowera, who is still at large, allegedly misrepresented to the complainant, Choice Gurure, that Winmax Land Developers owned land in Elizabeth Park, Ruwa, and was selling residential stands.
They allegedly showed her Stand Number 21173 in Elizabeth Park, measuring 875 square metres and valued at US$19,500.
Relying on the representation, Gurure made an initial payment of US$10,000 into Winmax Land Developers’ bank account on June 17, 2026, and signed an agreement of sale with the company, represented by Gowera as the seller.
The court heard that Gurure later paid the outstanding US$9,500 in instalments.

She was also instructed to pay US$1,644 in transfer fees through the company’s lawyers and a further US$800 to Mutemeri as change-of-ownership fees.
After completing payments totalling US$21,944, Gurure requested the title documents for the stand.
The accused allegedly told her they were still awaiting a response from the Ruwa Local Board.
The complainant later discovered that the stand was already being developed by another party.
When she sought clarification, the accused allegedly failed to provide a satisfactory explanation.
Nothing has been recovered.
The matter was remanded to October 9, 2026, for further proceedings.
