Ruwa Man Accused of Building House on Housing Association Land

A 30-year-old Ruwa man who allegedly fenced off land belonging to a housing association and began building a six-roomed structure has appeared in court facing trespassing charges.

Peter Bangajena, of Chipukutu Park, Ruwa, appeared at the Harare Magistrates’ Court.

The complainant is Zvidozvevanhu Housing Empowerment Association, represented by Damson Kudakwashe.

The court heard that on June 28, 2023, the association applied to the Ministry of Local Government for land for mixed commercial use on stands 31506 and 17421 in Eastview 6, Goromonzi.

The ministry requested the association to apply for a change of reservation, which was subsequently approved under Layout Plan Number ME/B1124, reference SL 1292.

The association was later issued development permit number K70/723 to develop the area.

It is alleged that on August 19, 2026, the association discovered that Bangajena had erected a fence around the stand and was constructing a six-roomed structure on the land.

He was allegedly informed that the stand belonged to the association but ignored the warning and continued with the construction.

He was arrested following a police report.

Bangajena was remanded out of custody to a later date for trial. The State is expected to produce the layout plans and development permit as evidence.
