Combined Harare Residents Association Acting Director, Reuben Akilli has confirmed the recovery of property that was stolen from Budiriro Council Clinic.
This comes after CHRA engaged the Criminal Investigation Department (CID) on the 19 cases of equipment theft from Harare City Council health centres.
In a letter received by CHRA from the Criminal Investigations Department Store and Business, two arrests were made and solar panels and water pumps were recovered in Budiriro.
Seven solar panels, five batteries, a water tank and phones were stolen at the clinic.
“Investigations were made into the matter, and it was discovered that during the period of 2020 and 2022, 19 cases were reported to the police against theft of various city of Harare health properties.
“Two arrests were made in one case in Budiriro, some reported cases were closed undetected and filed incomplete, pending possible receipt of new leads.
“Harare City council was urged to report the unreported cases such that investigations will be instituted,” reads the letter.
In a letter addressed to the CID, CHRA said the department should investigate what transpired while municipal officers were on duty as public resources cannot disappear without accountability.
“As an association, we are worried that the theft of equipment has a potential to cripple maternal health provision and other health services in the health centres.
“Therefore, in view of your responsibility to detect, investigate and prevent crime as provided in Section 219(1)(a) of the Constitution, we kindly request for your urgent intervention to investigate the theft cases for the purposes of accountability,” CHRA said.
In June 2020, three 5000-litre water tanks were stolen from Glen View Polyclinic, including a television set while in October the same year, a 1 500-litre water tank was also stolen from Glen View Satellite Clinic.
A borehole pump was stolen from Kuwadzana Satellite Clinic and six hospital beds were stolen from Beatrice Road Infectious Diseases Hospital in April 2022.
Two solar batteries and an inverter were stolen at Highlands and a 1500-litre water tank was stolen at Wilkins Hospital while seven solar panels were stolen at Rutsanana Polyclinic.
According to Akilli, the theft cases degrade quality maternal health access.
