A Chitungwiza man who allegedly went to Public Service Commission offices, used a duplicate key to open and stole Petrotrade diesel coupons worth over US$6 000 appeared before magistrate Munashe Chibanda.
Kudzanai Chere, 31, of Unit O, Chitungwiza appeared at the Harare Magistrates’ Courts charged with unlawful entry into premises in aggravating circumstances.
The complainant in the matter is the Public Service Commission represented by Regis Mutandwa, 57 of Mabvuku, Harare and is employed by Public Service Commission as an administration officer.
The State, through prosecutor Zebediah Bofu alleges that on June 5, 2023, the PSC received 52 120 litres in 20-litre coupons from Petrotrade and entered the coupons in the fuel coupons register. Thereafter, the coupons were put in the safe where they are kept.
During the period from June 6 to June, the PSC was distributing coupons to various stakeholders and all was in order.
On June 9, 2023 at around 1600 hours, Mutandwa knocked off duty and locked the fuel coupons in the safe, locked the office door cubicle door and went home, leaving everything intact.
Chere went to the office during the weekend and used a duplicate key to open Mutandwa’s office and used another key to open the safe.
Chere allegedly stole coupons and went away without anyone noticing him.
On June 12, 2023 at around 0800 hours Mutandwa reported for duty and started preparing fuel reconciliation statements and discovered that 200 coupons 20-litre Petrotrade diesel coupons, serial numbers PU 006C 1307101-PU 006C 1307101 were missing from the office and informed his superiors who instructed him to make a police report and to inform Petrotrade loss control department to flag the coupons as stolen and he did as instructed.
On June 25, 2023 at around 1400 hours Chere went to Corner Nelson Mandela and Chinhoyi Street to sell the stolen coupons and during the process, one Stephen Gwatare discovered that the coupons had been stolen and took Chere to ZRP Harare Central Police Station where the coupons with the serial numbers PU 006C 1307147-200 were recovered from Chere.
The total of value of products stolen is US$6 400 and US$1 728 was recovered.
Chere was ordered to appear today for bail application.
