Ambulance driver in court over abusing car import scheme

A Ministry of Health Care ambulance driver has appeared at Harare Magistrates’ Courts facing fraud charges.

Japhet Manyinyire appeared before magistrate Marehwanazvo Gofa charged with fraud.

The State, through Pardon Dziva, alleges that on May 29, 2022, one Ernest Ehemu Deve who is already on remand, imported a Nissan X Trail from Japan through Kariba Border Post under the Public servants vehicle import scheme.

Sometime in April 2022, Deve applied for rebate of duty on the importation of the car under the public servants vehicle import scheme.

While waiting for the approval of the application for rebate of duty the car arrived at Dar salaam Port and as such the car had to be cleared into Zimbabwe.

It arrived in Tanzania before the issuance of authorisation of the rebate of duty by the Ministry of Finance and Economic Development.

In order to facilitate the importation of the car, Manyinyire and Deve allegedly generated a fake rebate letter valued US$7 500 before the Ministerial authorisation.

Deve presented the fake letter to Zimra, resulting in the fraudulent duty-free importation of car.

As a result of this, Zimra suffered prejudice of unpaid import duty for the car and the value is yet to be ascertained.

Manyinyire, who was coming from home, was ordered to appear in court on August 28.
