ZINARA Allocates ZiG11.6 Billion for Road Rehabilitation in 2025

The Zimbabwe National Road Administration has allocated ZiG11.6 billion for the Emergency Road Rehabilitation Programme 2 in 2025, more than doubling last year’s allocation of ZiG4.6 billion. The announcement was made in ZINARA’s disbursement report released on December 31, 2024.

In addition to financial support, ZINARA will provide two million litres of fuel to assist road authorities in overcoming operational challenges. The increased budget is expected to enhance road rehabilitation efforts, ensuring effective maintenance and construction projects nationwide.

ZINARA has received road maintenance plans from all 94 road authorities across the country and is preparing for first-quarter disbursements. In 2024, total disbursements reached ZiG4.6 billion, driven by improved revenue collection and an expanded scope of public interest projects. A total of 53 road authorities utilized over 90 percent of their allocations, with 15 exhausting their full budgets.

Mashonaland East had the highest budget utilization at 95 percent, followed by Matabeleland South at 92 percent and Harare Metropolitan at 90 percent. This was attributed to efficient project execution, improved acquittal systems, and technical support from ZINARA’s provincial engineers.

In 2024, ZINARA piloted fuel allocations, distributing over 1.9 million litres to various authorities. The initiative eased operational challenges, ensured efficient equipment use, and expanded maintenance project scopes.

Road funds are allocated based on the Road Act, requiring authorities to submit project proposals for approval. Routine maintenance funds are disbursed quarterly in advance, while periodic maintenance funding is released upon submission of Interim Payment Certificates for major roadworks.

Zimbabwe’s road rehabilitation efforts in 2024 exceeded expectations, with 37,000 km of road rehabilitated—far surpassing the 23,000 km maintained in the previous year. Notable completed projects include sections of the Bulawayo-Nkayi Road, the Nyanga-Ruwangwe resurfacing, the Shurugwi-Mhandamabwe rehabilitation, the Golden Valley-Sanyati Road, and the Greater Harare Roads project.

ZINARA reaffirmed its commitment to funding, fuel provision, and technical support in pursuit of a well-maintained national road network under Vision 2030. The increased 2025 budget signals a strong government commitment to improving road infrastructure.
