NetOne CEO Arrested for Alleged US$1.2 Million Fraud

The Zimbabwe Anti-Corruption Commission has arrested Raphael Mushanawani, the Chief Executive Officer of NetOne Cellular (Pvt) Ltd, on allegations of fraud involving more than US$1.2 million.

Mushanawani is accused of unlawfully inflating the cost of an IT system upgrade and signing unapproved contracts while the company was in the process of replacing its system. 

He is expected to appear at the Harare Magistrates Court on Tuesday, September 30, 2025.

The allegations revolve around contracts linked to NetOne’s information technology systems. According to ZACC, NetOne initially contracted Farevic Systems (Pvt) Ltd in 2022 to replace the existing SAGE 1000 system with a new Enterprise Resource Planning (ERP) system at a cost of US$3.5 million.

However, while the ERP replacement project was underway, Mushanawani allegedly engaged another company, Lunartech Solutions (Pvt) Ltd, to upgrade the very SAGE 1000 system that was due for replacement. The initial upgrade contract was worth US$257,600.

ZACC further alleges that Mushanawani, in collaboration with Christopher Muchechemera from the finance department, signed two additional contract addendums with Lunartech Solutions. These addendums reportedly escalated the total cost of the SAGE 1000 upgrade to US$1.2 million.

Importantly, these transactions were allegedly carried out without the knowledge or approval of NetOne’s Executive Committee and Board.

The charges also include another unauthorized contract entered into by Mushanawani, who allegedly engaged Diztech (Pvt) Ltd for consultancy and training services at a cost of US$79,467. 

According to ZACC, these services were already included under the scope of the original ERP replacement contract with Farevic Systems (Pvt) Ltd.
