Cabinet Approves PPP to Set Up Electrical Equipment Manufacturing Plant

 

Cabinet has sanctioned a public-private partnership between ZESA Enterprises, a subsidiary of ZESA Holdings, and China’s Shanghai Jingdao Electric Company to establish a local manufacturing facility for electrical switchgears, smart meters and electric vehicle charging equipment.

Authorities say the project marks a strategic step towards strengthening Zimbabwe’s power infrastructure while advancing government efforts to rebuild domestic manufacturing capacity.

The approval was confirmed by Information, Publicity and Broadcasting Services Minister Jenfan Muswere, who said the plant will support both national energy needs and regional supply ambitions.

“This partnership will position Zimbabwe as a supplier of switchgears within the SADC region, improve billing efficiency at ZETDC through smart metering, and support the transition towards electric mobility,” Muswere said.

The facility is expected to address growing demand for modern electrical equipment as Zimbabwe expands and rehabilitates its electricity grid, replacing outdated infrastructure that has undermined system reliability.

Government officials say the investment will generate multiple economic gains, including reduced reliance on imports, foreign currency savings, job creation and skills transfer, while contributing to a more stable and efficient power supply.

“Beyond infrastructure improvements, the project is expected to strengthen ZETDC’s revenue base and stimulate activity across related downstream industries,” Muswere added.
