CAB3 Now Law

President Emmerson Mnangagwa has assented to the Constitution of Zimbabwe Amendment (No. 3) Act, completing the legislative process after Parliament approved the Bill with the required two-thirds majority.

The Act states that it seeks "To amend the Constitution of Zimbabwe" and argues that "national development programmes benefit from stability and continuity of policies and legislative frameworks within a predictable governance environment, thereby enabling such programmes to be implemented to completion."

Among the major changes introduced by the new law are the extension of the terms of office for the President, Parliament and local authorities from five to seven years, changes to presidential succession, the expansion of the Senate from 80 to 90 members, and the establishment of a Delimitation Commission appointed by the President.

The enactment of Constitutional Amendment No. 3 marks one of the most far-reaching changes to Zimbabwe's 2013 Constitution and is expected to intensify political, legal and constitutional debate over its implications for governance, democratic accountability and the country's electoral framework.
