A duly attested member in the Zimbabwe Republic Police Forbes Dombo, 39, appeared before magistrate Donald Ndirowei at the Harare Magistrates’ Courts for criminal abuse of duty as a public officer.
The complainant in this case is State represented by Ignatious Magejo, who is a junior officer in the Zimbabwe Republic Police.
The State, through prosecutor Anesu Chirenje, told the court that on November 15 at ZRP Budiriro, five male adults were arrested and detained at the station on allegations of theft.
On November 16, Dombo allocated the docket to Constable Manwere and instructed him to treat the case as disorderly conduct and made the accused persons to pay US$5.00 fine each to be set free.
Dombo did not exercise due diligence in handling the case.
He was supposed to instruct the investigating officer to treat the recovered cellphones as exhibits and investigate the theft case.
The State opposed bail.
