
The Zimbabwe Anti-Corruption Commission has arrested Chiredzi Town Council Acting Town Secretary, Consider Kubiku, on allegations of criminal abuse of duty after he allegedly bypassed council recruitment procedures to facilitate the promotion of unqualified employees.
Kubiku, 47, appeared in court and was granted bail. He is expected to return to court on 13 August 2026.
In a statement, ZACC alleged that Kubiku abused his office by disregarding established recruitment procedures.

"ZACC arrested Chiredzi Town Council Acting Town Secretary, Consider Kubiku (47), on allegations of criminal abuse of duty as a public officer," the commission said.
It further alleged that Kubiku "bypassed Council recruitment procedures to create managerial posts and facilitate irregular promotions of unqualified employees, resulting in prejudice to the good administration of the Council."
The anti-graft body has not disclosed how many managerial posts were allegedly created, how many employees were promoted, or whether the alleged conduct resulted in financial prejudice to the local authority. Those issues are expected to emerge as the matter progresses through the courts.
The next key development will be his return to court on August 13, when the matter is expected to proceed.
